West Virginia State University's longtime president was declared inadequate. in August, the faculty senate at the Institute school voted "no confidence" in his leadership, blaming him for declining enrollment, financial loss and "institutional stagnation." as a result, Dr. Hazo Carter announced that he would resign next July 1.
In October, a letter from the state Higher Education Policy Commission said WVSU faces a $3.8 million budget shortage because of "a combination of leadership failures, mission incongruence, lack of discipline and underutilized technology."
Yet, oddly, the HEPC voted unanimously this week to give Carter a golden parachute: He will collect his $167,444 salary for two full years after his announced retirement date, and bear the title of president emeritus. He won't live free in the president's mansion or have his chauffeured limosine, but will enjoy exalted status.
HEPC Chancellor Brian Nolan called the $334,888 reward from taxpayers "extremely fitting" and "extremely well-deserved."
Huh? Something doesn't quite add up in this contradictory situation. why should West Virginians bestow such a lavish bounty for a marred performance? Will Carter be paid a third of a million for doing almost nothing? Taxpayers who will foot the tab deserve answers.
The 10-member HEPC board acted on a recommendation by the 11-member WVSU Board of Governors. Members of the state-level body are: Jenny Allen, Bruce Berry, Bob Brown, Kathy Eddy, John Estep, Kay Goodwin, David Hendrickson, John Leon, Jorea Marple and David Tyson. The university governors are: Millie Booker, Kris Casdorph, Tom Gyuetzloff, William Lipscomb, Larry Rowe, Ann Smith, Larry Salyers, Tom Susman, Gary Swingle, John Thralls and Vincent Williams.
Shame on those who voted in favor of the payments. Board members Kris Casdorph and Tom Guetzloff voted against the proposal.
